Visit the link Facebook.com/pages/create.php to create a fan page. You can select the page you want to create. You have the two options. You can create either a community page or an official page. If you are creating an official page then you can select one from organization, local business, product, brand etc. After you have selected the page, you will require selecting the category for your page. If your preferred category is there in the drop down then select it and if it is not then select the closest match of your preferred category, for example, if your preferred category is mobile and it is not there then you can also select Communication.
